China Sourcing Documents: A Buyer’s Complete Guide

The idea to write a guide focusing on sourcing documents came to me a few weeks ago. I was sipping a matcha latte during a pause when I stumbled upon an article about commerce records in ancient Greece. I could not tell whether every historical conclusion was equally well researched, but the article piqued my interest. It described how merchants, ships, cargo, customs duties and financial obligations were recorded as trade expanded between people who did not know one another. Anyway, it became clear that listing sourcing documents currently used in 2026 would be a great resource for people involved in international purchasing worldwide.

Reading got me thinking about current practices. To this day, I am convinced that sourcing in 2026 involves more paperwork than trade has ever required at any other point in human history. I may be wrong, but I decided to test the idea by listing the documents involved in an international sourcing project.

This guide is meant to shed some light on the number and variety of records used in outsourced manufacturing, especially for junior sourcing specialists. It explains what each document is, what it is for, who normally prepares it, what is at stake, and which information matters most. I have tried to be as exhaustive as possible, although no project will require every document in this guide.

Sourcing Documents at a Glance

Once I had finished listing the below sourcing documents used in most international purchasing projects, one thing was obviously missing: chronology. Knowing what a document is does not tell a junior buyer when it becomes useful or urgent.

The best starting point is therefore a map of the order in which the main document families generally appear. The rest of the article is organized by document type, so readers can use it as an encyclopedia.

The exact order can change. For example, an NDA may be signed before an RFI if the first discussion already involves confidential information. A laboratory may also need to review a product during development rather than after production. What matters is that the document appears before the decision or activity it is supposed to control.

1. Supplier Qualification Documents

Supplier qualification documents come first because a buyer should know who is receiving the enquiry before sharing sensitive product details or relying on a quotation. They are not meant to prove that a supplier will perform perfectly. They help establish whether the company exists, whether its business profile is credible, and which claims require further verification.

This is a core part of sourcing Chinese manufacturers. A good supplier profile is built from information supplied by the company, independent records, and evidence gathered by the buyer or auditor. None of these sources is sufficient on its own.

Request for Information and Supplier Questionnaire

A Request for Information, or RFI, is a buyer-issued document used to learn what potential suppliers can offer before asking them for a firm price. The supplier questionnaire is the form through which each company provides comparable answers. The two documents often work together and come first because they help the sourcing team decide who deserves a detailed RFQ.

The buyer or sourcing company publishes the questions, and the supplier completes them. Core information usually covers the legal company name, factory location, ownership, main products, relevant manufacturing processes, key equipment, capacity, export markets, quality system, certifications, subcontracting and contact people.

The first objective is efficient screening. A questionnaire that asks only whether a factory “can make the product” produces little useful evidence. Ask for facts that can later be verified.

For example: which processes are performed at the stated address? Which are subcontracted? Which comparable products have reached the destination market?

Supplier Due-Diligence Documents

Due-diligence documents naturally follow the information supplied by the potential supplier. They are used to verify whether its identity, legal status, capabilities and certifications match what it declared. This work is commonly shared by sourcing and quality-management teams.

Core Company Documents

The first records are normally the business licence and official company-registration information. In mainland China, these records identify the legal Chinese name, Unified Social Credit Code, registered address, legal representative, registration status and business scope. The supplier provides a copy of its licence, while the buyer checks the information against the official public register. Here is the practical risk: the sales contact, factory signboard, bank beneficiary and contracting party may not belong to the same legal entity. A valid licence does not prove manufacturing capability. An expired, revoked or abnormal registration status, however, is an immediate warning.

I also compare the registered business scope with the activity claimed by the supplier. It is not conclusive on its own. An implausible mismatch still needs an explanation.

Basic due diligence should be completed before detailed commercial or technical information is disclosed. It creates an initial trust assessment and tells the team where deeper checks are needed. A supplier background check can then connect these records with evidence gathered at the operating site.

Supplier Audit Report and Supporting Evidence

An audit report is normally issued by the buyer’s quality team, a sourcing company or an independent audit firm after an on-site or remote assessment. Its purpose is to determine whether the supplier’s facilities, people, processes and records can support the proposed order.

The report should state the audited legal entity and address, the audit scope, date, people interviewed, processes observed, evidence reviewed, findings, risk level and recommended follow-up. Photographs should be dated, identified and connected to specific findings. A photograph of machinery proves only that the machine was present, not that it is owned, maintained, available or suitable for the buyer’s product.

The report must support a decision. A generic checklist with hundreds of ticks may look thorough while missing the only important question: can this supplier reliably make this product, at this site, to these requirements?

Management-System Certificates

ISO 9001, ISO 14001 and other management-system certificates are issued by certification bodies after an assessment against the relevant standard. The supplier supplies the certificate, but the buyer verifies it. The certificate should identify the certified legal entity, site, scope, standard, issuing body, accreditation, issue date and expiry date.

The stake lies in false confidence. A genuine certificate may cover a different site or a scope unrelated to the quoted product. It may also have been suspended or withdrawn. IAF CertSearch can help validate accredited management-system certifications, although the absence of a record still requires follow-up with the certification body or accreditation body.

A certificate is evidence that a management system was assessed. It is not a product certificate, a test report, or a guarantee that the current batch will conform.

Supplier-Side PI, Commercial Invoice and Packing List

Pro forma invoices, commercial invoices and packing lists are often overlooked during basic supplier checks. These are not formal qualification certificates. They are operating records, normally created from the supplier’s own templates, which show how accurately its commercial team handles orders.

With commercially sensitive information removed, examples can reveal whether the supplier consistently identifies its legal entity, customer, product, currency, Incoterm, carton quantities, weights and shipment references. Missing revision references or vague product descriptions may indicate that the same weaknesses will appear on your order.

I list these records here because an audit sometimes reviews previous order files. Their normal operational use, however, belongs later in the purchasing and shipping process. These commercial records are also the natural next step in this guide.

2. Commercial and Purchasing Documents

Commercial and purchasing documents turn a product enquiry into a priced offer and, later, into an order. They are where quantities, prices, delivery terms and payment commitments become visible. Small inconsistencies in this family tend to spread: a vague RFQ creates a vague quotation, which then creates an incomplete purchase order.

Request for Quotation

In my opinion, the RFQ is perhaps the second most critical document that a purchasing team prepares, after the purchase contract. It must be concise enough for a Chinese supplier’s sales and technical teams to understand quickly, but comprehensive enough for several quotations to be compared on the same basis.

The buyer issues it. Start with the product or project reference and the specifications available at the quotation stage. Then state the quantities, price basis, destination, packaging assumptions, tooling or sample needs, compliance market, target dates, Incoterm and deadline.

Some requirements may still be open. Mark them as assumptions. Do not leave the supplier to fill the gaps silently.

Comparability is the reason for writing the RFQ properly. If three suppliers price different materials, packaging, tests or delivery bases, the cheapest line is not necessarily the cheapest offer.

Supplier Quotation and Cost Breakdown

At this point, the work becomes more complicated. Significant price differences between suppliers are normal. An experienced sourcing professional will notice warning signs quickly, but a junior buyer may compare only unit prices.

The supplier issues the quotation in response to the RFQ. It should identify the quoted product, its revision, the currency, unit price, MOQ and quantity breaks. Tooling, sampling, packaging and testing costs should be visible too.

Then come lead time, payment terms and delivery terms. The Incoterm needs a named place or port. The quotation should also state its validity, tax position and exclusions.

A cost breakdown goes one level deeper. Depending on the product, it may separate raw materials, components, processing, finishing, packaging, tooling, testing and freight. Its purpose is not to force the supplier to reveal every margin. It helps the buyer understand the main cost drivers and test whether competing offers are built on similar assumptions.

Hidden scope is the danger. If a quotation does not say whether packaging, certification testing or inland transport is included, ask before comparing it with another offer.

“FOB China” is incomplete too. The named port and applicable Incoterms version should appear. The ICC Incoterms® 2020 rules clarify how delivery tasks, costs and risks are divided.

Commercial Comparison Sheet

The commercial comparison sheet is an internal buyer document. It is prepared by the sourcing or purchasing team to normalize supplier quotations and make the differences visible.

In addition to prices, it should compare the legal supplier, quoted specification, MOQ, tooling, packaging, testing, lead time, payment terms, Incoterm, validity, exclusions and unresolved assumptions. I often add a short note explaining every adjustment made. Converting one EXW price and one FOB price into the same landed basis without recording the exchange rate or logistics assumptions creates false precision.

Six months later, the team should still be able to explain why one supplier was selected. It should also know what that supplier’s offer included. That is the value of the comparison sheet.

Purchase Order

The purchase order, or PO, is issued by the buyer to place the order. It identifies what is being bought and records the main commercial conditions under which the supplier is expected to deliver it.

Core content of this sourcing document starts with the PO number and the legal names of buyer and supplier. It then identifies the product or SKU, quantity, price, currency and delivery date. Payment terms, the Incoterm and its named place also belong here.

The PO should reference the approved specifications, drawings and packaging files. Those references are what connect the commercial order to the product the factory must make.

Ambiguity appears when the PO and its referenced files do not connect. A line reading “2,000 table lamps as sample” is weak. The sample may have no ID, differ between offices and say nothing about packaging.

A good PO does not duplicate the full specification. It points clearly to the approved documents that control the product.

Sales or Purchase Contract

The contract is agreed and signed by the legal buyer and seller. Depending on the company, it may be drafted by the buyer, supplier or legal counsel. It records the rights, obligations and remedies that the short commercial language of a PO cannot fully cover.

The essential content depends on the transaction, but normally addresses the goods, incorporated technical documents, price and payment, delivery, inspection, acceptance, changes, warranties, defects, delays, termination, governing law and dispute resolution. The United Nations Convention on Contracts for the International Sale of Goods may apply to qualifying international sales, depending on the parties and contract. Buyers should take legal advice rather than assume their standard terms automatically prevail.

Enforceability matters more than length. A contract signed by the wrong supplier entity offers weak protection. So does one with vague product references or remedies that cannot realistically be pursued.

Pro Forma Invoice

The pro forma invoice, or PI, is issued by the supplier before shipment and often before the buyer pays a deposit. It summarizes the proposed or confirmed transaction and gives the buyer the commercial and banking information needed to arrange payment.

It normally includes seller and buyer details, PI number and date, product description, quantity, unit and total price, currency, Incoterm, delivery period, payment schedule, bank beneficiary and account details, and validity. In routine China sourcing, the PI often functions as the supplier’s concise order confirmation. It does not replace a well-drafted PO or contract when the project requires them.

This is also a payment-control document. The beneficiary name and account should match the verified arrangement. Any late request to pay another company or a new account deserves independent verification through a known contact channel.

4. Technical and Product-Development Documents

Technical documents describe the product the supplier must quote, develop and manufacture. They are often where communication succeeds or fails. A long specification is not necessarily a good one. The goal is to make requirements identifiable, measurable and consistent across files.

When we support product development with Chinese manufacturers, I first look for contradictions. A drawing specifying 1.2 mm steel and a BOM specifying 1.0 mm steel create a choice for the factory. Unless document priority has been defined, the factory may choose the easier or cheaper interpretation.

Product Brief

The product brief is issued by the buyer at the beginning of a development project. It explains what the product is intended to do, who will use it, where it will be sold and which requirements matter most.

It should cover the intended user, use environment, target market, product positioning, main functions, critical dimensions or constraints, aesthetic direction, expected order volume and non-negotiable requirements. It may include reference products or images, provided their purpose is explained.

Direction is the point. The brief helps the supplier understand the project without pretending that early ideas are final instructions. If a competitor sample is supplied, state which features are references and which must not be copied.

Product Specification

The product specification is normally prepared and controlled by the buyer, sometimes with technical input from the supplier. It defines the approved product requirements in a form that purchasing, engineering, production and quality teams can use.

Its core content depends on the product: materials, dimensions, tolerances, colors, finishes, performance, functions, components, workmanship, interfaces, safety requirements, packaging references, test methods and acceptance criteria. Each item should be stated in a way that can be checked. “High-quality finish” is a preference. A named finish system, approved color reference and agreed defect limit are requirements.

This document defines the product’s identity. If it contains conflicting values or leaves critical points open, the sample may still look acceptable. Mass production can then move in another direction.

Technical Drawings

Technical drawings are prepared by the buyer’s designer or engineer, or by the supplier and then approved by the buyer. They communicate controlled dimensions, tolerances, geometry, construction, materials, finishes, interfaces and assembly information.

The title block matters as much as the drawing view. It should identify the part or assembly, drawing number, units, scale, revision, date, author or approver, material and applicable general tolerances. Critical-to-quality dimensions should be unambiguous and realistically measurable.

Drawings affect both manufacturing and inspection. An inspector cannot verify a tolerance that is not shown. Nor should a factory infer the buyer’s intent from a marketing render.

When the supplier creates the production drawing, written buyer approval is essential before tooling or mass production.

CAD Files

CAD files contain the digital geometry used for design, tooling, machining or fabrication. They are issued by the buyer’s engineering team or developed by the supplier under an agreed ownership arrangement.

The package should identify the native and neutral file formats, units, model revision, assembly structure and relationship with the controlling drawings. STEP or STP files are common for exchanging 3D geometry; DWG and DXF are common for 2D data, but the correct format depends on the process and software.

A silent mismatch is easy to miss. The 3D model and PDF drawing may carry different revisions. State which one controls dimensions and tolerances.

Editable files may also contain valuable IP. Access and permitted use should match the legal agreements.

Bill of Materials

The Bill of Materials, or BOM, identifies the materials, parts and subassemblies that make up the product. It may be started by the buyer, developed by the supplier, or jointly refined during sampling. The approved production BOM should be accepted by both sides.

Core fields normally include item number, component name, quantity, material or grade, supplier or manufacturer, part number, key specification, approved alternative and revision. For custom products, photographs or drawing references can reduce confusion between similar parts.

Substitution is where the BOM becomes critical. “LED driver, equivalent accepted” gives the supplier broad discretion. If a component affects performance, safety, compliance or appearance, identify the approved source. Otherwise, define exactly how an alternative will be approved.

Sample Request and Feedback Record

The sample request is issued by the buyer to define which sample must be produced, in what quantity, at what development stage, against which files and by when. The feedback record is issued after review and lists each finding, evidence, requested correction, responsible party and status.

These documents prevent comments from disappearing across emails, calls and messaging apps. Photographs should point to specific features, and each comment should distinguish a defect from a requested design change.

Misunderstandings accumulate between sample rounds. A corrected point may reappear while new changes create more confusion.

One controlled feedback record should replace scattered messages before the next sample starts.

Approved or Golden Sample Record

A golden sample record identifies the physical sample approved as a reference for production and inspection. The buyer normally issues or signs the approval; the supplier countersigns or acknowledges it. The sample itself must be labelled so it can be identified at a glance when compared with units from the batch order.

The record should include the product and sample ID, date, revision, photographs, approved characteristics, known exceptions, location of retained samples and approval signatures. Where appearance matters, both buyer and supplier should retain protected samples under suitable storage conditions. A golden sample does not replace measurable specifications. It supports them where physical appearance, feel or assembly is difficult to capture in writing.

An unlabelled sample on a factory shelf is not a reliable reference. It may not be the one the buyer approved. Production and inspection need the same identifiable baseline.

Technical Change and Deviation Approval

A change request records a proposed permanent alteration to the approved product or process. A deviation approval authorizes a defined departure for a limited quantity, batch or period. The supplier may raise either document, but the buyer must approve changes that affect the agreed product.

The record should identify the current requirement, proposed change, reason, affected parts or orders, impact on cost, lead time, quality and compliance, validation evidence, disposition of existing stock, and approval status.

Beware of uncontrolled “improvements.” A new adhesive, electronic component or coating may be described as “same” or “better.” It can still affect durability, appearance or regulatory evidence.

No change should become valid merely because someone mentioned it in a chat.

5. Packaging and Labeling Documents

Packaging is often covered in the product specification. Still, it deserves its own document family.

Different suppliers may produce the carton, labels, inserts and printed materials. They also use different files and approval methods. I have seen perfectly acceptable products become unsellable because the wrong barcode or warning label was printed across the full order.

Packaging Specification

The packaging specification is usually issued by the buyer, with structural input from the product factory or packaging supplier. It defines how each unit, inner pack, master carton and pallet must be constructed and packed.

Key information includes packaging materials and grades, dimensions, board construction, protective components, bag requirements, pack quantity, product orientation, sealing method, pallet pattern, maximum weight, drop or transport tests and environmental requirements. If solid-wood pallets, crates or dunnage are used in international trade, the buyer should check whether ISPM 15 applies.

A sample carton can look correct and still fail during stacking, in humidity or through a parcel network. This is the real stake. Packaging tests should represent the actual distribution route. The International Safe Transit Association’s test procedures provide recognized methods for different packaged products and transport conditions.

Dielines and Artwork Files

A dieline is the structural template on which printed packaging artwork is placed. It is normally prepared by the packaging supplier or product factory and approved by the buyer’s designer. The final artwork is published by the buyer or its agency in the production format agreed with the printer.

The files should identify dimensions, cut and fold lines, bleed, safe areas, print sides, material, finishes, color references, linked fonts and images, barcode position and revision. A PDF proof may be useful for review, but the factory may still need an editable source file with properly packaged assets.

Version and fit are the main risks. Artwork approved against an old dieline can move a warning, barcode or logo onto a fold. Cross-check the final dieline and artwork as one set.

Print Proof and Color Approval

The supplier or printer issues a digital proof, wet proof or physical printed sample; the buyer approves it. Its purpose is to confirm layout, text, graphics, colors, finishes and print quality before the full run.

The approval should state exactly what is accepted. A soft proof may confirm text and positioning but cannot reliably approve a spot color, foil, varnish or material texture. When color is critical, the file should refer to a recognized color system or signed physical standard and state the acceptable viewing or measurement method.

One unnoticed typo can become thousands of printed boxes. It happens fast.

Final approval should cover every language and SKU, not only the main artwork.

Product Labels and Regulatory Markings

Label files are usually prepared by the buyer or compliance team and produced by the supplier. They communicate the product identity, model, ratings, warnings, origin, responsible economic operator and regulatory markings required for the destination market. It may come as a surprise to some that it belongs to the family of sourcing documents. But as per my experience, any paperwork involved, with some frequency, is entirely part of this category of ordering documents.

The file should state the exact text, language, symbols, dimensions, material, adhesive, print durability and location. The compliance team must confirm which markings genuinely apply. For example, CE marking applies only to products covered by specific EU rules; it is not a general quality mark.

Here, market access and traceability are at stake. A correct laboratory report cannot repair a missing importer address or the wrong rating label after the goods arrive.

Barcodes and SKU Mapping

The brand owner or buyer normally assigns the GTIN and publishes the barcode data. The factory places the approved symbol on the correct product and packaging level. GS1 defines a GTIN as an identifier for a trade item, while the selected barcode carries that identifier in a scannable form.

The working file should map every SKU to its product description, variant, GTIN, barcode type, artwork version, pack level and placement. It should also define print size and verification needs.

A barcode can scan perfectly and still identify the wrong color or pack quantity. This is a common trap. The SKU-to-artwork matrix therefore matters more than a folder full of separate barcode images.

Manuals, Inserts and Accessory Lists

Manuals, installation sheets, warranty cards and promotional inserts are issued by the buyer or brand owner, often using technical information supplied by the factory. They should be approved as production files, not treated as informal marketing material.

Core content includes the applicable model, language, safety instructions, installation or use sequence, diagrams, parts and accessories, maintenance, disposal information and document revision. The pack-out instruction should also state where each item goes inside the package.

The wrong manual creates user errors. Missing inserts or accessories create claims. A correct manual for the wrong model can be more harmful than no manual at all.

During quality inspection, the inspector should verify the document revision. Its presence in the correct SKU must also be checked.

Shipping Marks and Carton Labels

Shipping marks identify cartons and help warehouses, carriers and customers route and count them. The buyer, forwarder or customer normally provides the required format; the supplier prints and applies it.

Typical information includes consignee or customer mark, PO number, SKU, product description, carton number, quantity, country of origin, destination and handling symbols. Retailer projects may impose their own label formats and placement rules.

This is where operational confusion starts. In a consolidated shipment, two factories may use the same carton numbers or an old customer mark. The master packing list and approved carton label must use the same SKU and quantity references.

6. Quality Documents

Quality documents turn the approved product into checks, evidence and decisions. They should not introduce new requirements at the end of production.

That sounds obvious. In practice, it is one of the most frequent sources of disputes. The quality file should show how conformity will be verified and what happens when the result is unacceptable.

Our work in China quality-control inspections repeatedly confirms one point: an inspector can only apply requirements that are available, understandable and testable.

Product Quality Requirements

Product quality requirements are normally prepared by the buyer’s quality or technical team using the approved specification, drawings, packaging files and sample. They identify the characteristics that must be controlled and the evidence needed to accept them.

The document should distinguish product requirements from inspection methods. It may identify critical dimensions, material verification, appearance standards, functional performance, workmanship, packaging and traceability. The supplier should review the requirements before production begins.

Late discovery is the risk. A requirement introduced for the first time during final inspection is difficult to enforce fairly. It may also be impossible to correct without remaking the order.

Quality-Control Checklist

The QC checklist tells the supplier’s inspectors or a third-party inspector what to check, how to check it and where the acceptance requirement comes from. It is issued by the buyer or inspection company and confirmed before the inspection.

Each checkpoint should state the characteristic, method, sample size where relevant, equipment, specification or reference, acceptance criterion and reporting requirement. Product-specific photographs can help distinguish acceptable and unacceptable workmanship.

A long checklist can still provide poor coverage. I have seen recycled templates miss the two characteristics most likely to fail. The document must follow the actual product and order risks, not another project’s template.

Defect Classification

The defect list is prepared by the buyer’s quality team, often with input from the supplier and inspector. It defines product-specific examples of critical, major and minor defects.

The purpose is to make severity decisions consistent. A critical defect may create an unsafe or unlawful condition. A major defect is likely to cause failure, materially reduce usability or make the product unacceptable to the customer. A minor defect departs from the standard without substantially affecting use.

Without clear examples, judgements will vary. “Scratch” cannot be classified in isolation. Its severity depends on size, location, visibility, product type and the agreed appearance standard.

Photographs help. Limit samples or measurable criteria are even better.

Sampling and AQL Instructions

Where acceptance sampling is appropriate, the buyer or inspection company defines the lot, inspection level, sampling plan and Acceptance Quality Limit. The current ISO 2859-1:2026 describes sampling plans for inspection by attributes indexed by AQL.

The instruction should identify the lot quantity, sampling standard and edition, inspection level, AQL by defect class, sample-selection method and accept/reject numbers. AQL is not the maximum percentage of defects the buyer promises to accept in the shipment. It is an input to a statistical sampling plan.

The danger is false certainty. Passing a sample-based inspection does not prove that every unit conforms. The plan controls the decision risk. It does not eliminate it.

Test Procedure and Pass/Fail Criteria

Test procedures are prepared by the buyer’s technical team, a laboratory, the supplier or an industry standard-setting body. They explain how a characteristic will be tested so that different people can reproduce the result.

The record should specify the sample, conditioning, equipment, setup, sequence, load or duration, environmental conditions, measurements, pass/fail limits and evidence to retain. A requirement such as “perform a load test” is incomplete without the load, direction, duration and permitted result.

Without one method, results cannot be compared. The factory may report a pass while the buyer’s laboratory reports a failure. Both may have followed their own procedures correctly.

Inspection Instructions and Inspection Report

The buyer or sourcing company issues the inspection instruction. It identifies the supplier and location, PO, product, order quantity, inspection stage, required production status, reference documents, tests, sampling plan and reporting needs.

The inspector publishes the report. It should state what was available, how samples were selected, quantities counted, checks completed, measurements, results, defect photographs, packing status and any limitations. The report should separate facts from the final recommendation. A failed inspection does not automatically decide whether the buyer will reject, rework or conditionally accept the order.

Evidence is what matters. A report may contain dozens of factory photographs and still be weak. If it omits product IDs, sample quantities or actual readings, it cannot support a shipment decision.

Non-Conformity, Corrective-Action and Claim Documents

A non-conformity report is issued when a product or process fails a stated requirement. It identifies the requirement, evidence, affected quantity or batch and immediate containment. The supplier then issues the root-cause analysis and corrective-action response, sometimes using an 8D format. The buyer reviews and closes the action only after the solution is supported by evidence.

If the issue affects delivered goods or creates a commercial loss, the parties may also issue a rework agreement, replacement plan, debit note or claim settlement record. These documents should identify the affected PO and quantities, responsibility, action, costs, deadlines and verification method.

The real concern is recurrence. “Operator reminded” is rarely a complete corrective action. The record must explain why the problem occurred, why it escaped detection and what system change will prevent both.

7. Compliance and Traceability Documents

Compliance documents connect the product with the laws and market requirements that apply where it will be sold. They are not interchangeable.

A test report records tests on identified samples. A certificate attests to a defined conformity-assessment result. A declaration places a legal statement under the signatory’s responsibility. Confusing the three is common, and potentially costly.

Compliance Requirements Matrix

The compliance matrix is normally prepared by the buyer, importer, brand owner or compliance consultant. It identifies the destination market, product category, applicable legislation and standards, required tests, labels, documentation, responsible party and completion status.

Its purpose is coordination. One product may have electrical safety, electromagnetic compatibility, chemical, energy, packaging and labeling obligations handled by different people. The matrix makes the full route visible.

Omission is the main risk. Copying the certificate list of a competing product is unreliable. Applicability can change with the design, voltage, materials, intended user or sales market.

Laboratory Test Report

A testing laboratory issues the report after testing identified samples to stated methods. Core content includes the applicant, manufacturer where applicable, product and model identification, photographs, sample receipt and test dates, methods, equipment or conditions, results, deviations and authorized signatory.

I start with the product identity. Do the tested model and components match production? Then I check whether the standard edition suits the market and whether the laboratory is competent for the specific test scope.

Applicability is what counts. An authentic report for a similar product is not automatically evidence for the ordered one. The applicable compliance route must allow and justify that connection.

Declarations and Product Certificates

Declarations are signed by the legally responsible manufacturer, importer or authorized representative as required by the relevant regime. Certificates are issued by certification or conformity-assessment bodies where the scheme requires them.

For the EU, the EU Declaration of Conformity is a legal document through which the manufacturer declares conformity with applicable requirements after completing the conformity assessment and supporting technical documentation. Other markets and products use different records, such as a Children’s Product Certificate in the United States or scheme-specific certificates.

Do not confuse the issuer or scope. A supplier cannot turn a laboratory report into a regulatory certificate by changing its title. Check the product, models, standards, issuer and validity before accepting any certificate.

Material Documentation

Material documents are issued by raw-material or component suppliers, manufacturers or laboratories. They are part of the sourcing documents, and may include material declarations, Safety Data Sheets, Certificates of Analysis, Certificates of Conformity and substance-compliance statements.

Their purpose differs. An SDS communicates hazards and safe handling for a substance or mixture. A Certificate of Analysis reports test results for a defined batch. A supplier declaration states conformity to specified material restrictions or composition requirements.

The document must lead back to the actual product. A generic resin data sheet does not prove which resin batch entered the finished goods.

Look for the material, supplier, grade and relevant lot. The issue date and test or declaration basis matter too. Most importantly, the record should connect with the finished-product BOM.

Component and Batch Traceability

Traceability records are created by the supplier and its upstream sources, then reviewed according to the buyer’s requirements. They link incoming components and materials to production dates, lines, batches and finished-product lots.

The key content depends on risk: supplier name, part number, batch or lot number, production date, quantity, inspection status, finished-goods code and shipment allocation. High-risk components may require tighter records than ordinary packaging materials.

This becomes critical when something fails. Good traceability may isolate one batch. Poor traceability can force the team to treat every delivered unit as potentially affected.

Compliance Technical Documentation

The technical file is assembled by the legally responsible manufacturer or economic operator as required by the destination market. It brings together the evidence that supports conformity: product description, design and manufacturing information, risk assessment, applicable rules, standards, drawings, BOM information, test reports, labels, instructions and declarations.

For products under harmonized EU rules, technical documentation must demonstrate compliance and support the EU Declaration of Conformity. The Chinese factory may provide many source records, but the buyer selling under its own name may carry manufacturer responsibilities in the destination market.

The buyer also needs control of the evidence. If the only complete file sits with the supplier, it may disappear when the relationship ends. The importer could then struggle to answer a market-surveillance request or support a product change.

8. Financial and Payment Documents

Financial records show what is due, what was paid and how the payment relates to the order.

Most standard FOB purchases paid by bank transfer use only a few of the documents below. Documentary credits are different. They create a much larger and far stricter set.

Payment Schedule and Payment Request

The agreed payment schedule appears in the quotation, contract, PO or PI. It states the deposit, balance and any milestone conditions. The supplier may then issue a payment request referring to the amount and milestone due.

The key content is the order reference, currency, amount, due date, beneficiary, payment condition and evidence required before release. “Balance before shipment” should be made operational: does it mean after a passed inspection, after booking, or before the original bill of lading is released?

Timing matters. A buyer who pays the full balance before resolving an inspection failure has changed its negotiating position. The wording in the quality documents does not restore that leverage.

Proof of Payment

The buyer’s bank or payment platform generates a payment order, transfer receipt, bank slip, remittance advice or SWIFT-related confirmation. The buyer sends it when the supplier needs help locating or allocating the incoming payment.

It should identify the payer, beneficiary, amount, currency, value date, reference and transaction identifier. Sensitive bank information not needed by the supplier should be protected.

Do not confuse a payment instruction with receipt. The buyer may have instructed its bank correctly. The supplier’s bank can still reject or delay the transfer, or deduct charges from it.

The supplier should confirm the amount it actually received.

Supplier Receipt and Account Statement

The supplier issues a receipt or statement confirming that funds were received and allocated against the correct PI, PO or invoice. This becomes useful when one payment covers several orders, bank charges create a shortfall, or the payer is a related company rather than the named buyer.

The record should state the received amount, currency, date, reference, allocation and remaining balance. The stake is later disagreement. Without allocation, each party may carry a different account balance even though both bank records are correct.

Letter of Credit Documents

A Letter of Credit, or documentary credit, is used only when the parties choose that payment method. A normal FOB order paid by T/T does not require an L/C document set.

The buyer applies to its issuing bank. The bank issues the credit in favor of the supplier, and the supplier presents the documents specified in it. Depending on the transaction, these may include a commercial invoice, packing list, bill of lading, insurance document, certificate of origin, inspection certificate and other expressly required records. Amendments and discrepancy notices also become part of the file.

Banks examine documents, not the physical goods. That distinction is fundamental.

Small inconsistencies in names, dates, shipment terms or wording can create discrepancies. Payment may then be delayed or refused. The ICC UCP 600 framework governs documentary-credit practice when incorporated into the credit.

Debit Note and Credit Note

A debit note is normally issued by the buyer. It records an amount claimed from the supplier. A credit note is normally issued by the supplier and reduces an invoiced balance.

Some companies use the terms differently. The intended commercial effect should therefore be explicit.

The document should identify the original invoice or PO, reason, affected quantities, amount, currency, tax treatment where relevant and agreed settlement method. It may relate to shortages, defects, price corrections or agreed compensation.

The stake is unilateral accounting. A debit note does not prove that the supplier accepted the claim. The related quality or settlement agreement should establish responsibility and approval.

9. Logistics and Transport Documents

Logistics documents arrange the physical movement of the order. They identify the parties, cargo, route and release conditions.

The buyer, supplier, forwarder, carrier, insurer and terminal all create parts of the file. No single party controls the full set. Yet their data must tell the same story.

This is why shipping from China cannot be separated from purchasing records. The forwarder needs the final cargo information, while the buyer must check that transport documents match the commercial and customs file.

Freight Quotation and Booking Confirmation

The freight forwarder or carrier issues the quotation in response to shipment information supplied by the buyer or seller. It should identify the origin and destination, transport mode, equipment, cargo assumptions, included and excluded charges, free time, validity and service conditions.

Once the service is accepted, the carrier or forwarder issues a booking confirmation. It states the booking number, route, equipment and cut-off dates. The vessel or flight and estimated departure and arrival should appear where available.

Operational instructions complete the record.

Watch the assumptions. A freight quote based on 20 cubic meters and 3,000 kg is no longer usable if the final packing list shows 28 cubic meters and 5,200 kg. The booking must be updated before cargo delivery.

Shipping Instructions

Shipping instructions are provided by the party controlling the shipment to the forwarder or carrier. They tell the transport provider how to prepare the bill of lading, sea waybill or air waybill.

Core information includes shipper, consignee, notify party, cargo description, package count, weights, measurements, ports or airports, freight terms and required references. The legal names and addresses should be copied from approved company records rather than retyped from memory.

An incorrect consignee on an original bill of lading can cause delays and extra charges after departure. By then, correcting the document may involve several parties. Check the shipping instructions before issuance.

Verified Gross Mass Declaration

For a packed sea container, the shipper is responsible for obtaining and documenting the Verified Gross Mass, or VGM, before loading.

The IMO’s VGM guidance provides two methods. The shipper may weigh the packed container. Alternatively, it may weigh the cargo and packing items, then add the container’s tare mass under an approved method.

The declaration should identify the container, verified mass, unit, method where required, authorized person and date. The stake is loading eligibility: without VGM supplied in time for the stowage plan, the container cannot be loaded under the SOLAS requirement.

Bill of Lading, Sea Waybill and Air Waybill

The carrier or its agent issues the transport document using the approved shipping instructions. A bill of lading records receipt of cargo and the agreed carriage; depending on its form, it can also function as a document of title. A sea waybill is non-negotiable and commonly supports release without presentation of originals. An air waybill is the corresponding non-negotiable air-cargo document.

The document should correctly identify the transport parties, route, cargo, package count, weight, freight status and shipment references. The choice between an original bill, telex release and sea waybill affects cargo release and should be agreed before issuance.

Control of the goods is at stake. The wrong document type can delay delivery. A careless release instruction can also release the cargo on terms the buyer did not expect.

Cargo Insurance Certificate

The insurer, broker or authorized provider issues the insurance certificate or policy evidence. It identifies the insured party, voyage, cargo, insured value, risks, exclusions, policy reference and claims contact.

Who arranges insurance depends on the sales contract and Incoterm. Only CIF and CIP impose a specific seller obligation to arrange cargo insurance under Incoterms® 2020, although parties can agree additional coverage under other terms.

Never rely on the word “insured” alone. It says nothing about the covered risks, value, deductible or claimant. Check the document against the actual cargo and route.

Delivery Order and Proof of Delivery

The carrier or its agent issues a delivery order or cargo-release instruction after the required conditions are met. The final carrier, warehouse or recipient creates proof of delivery when the goods reach the named destination.

These records identify the shipment, release party, cargo, date, recipient and exceptions such as visible damage or shortages. They become important when demurrage, detention, loss or delivery claims arise.

The stake is the end of custody. Signing a clean proof of delivery without recording visible damage can weaken a later transport claim.

10. Customs and International-Trade Documents

Customs documents establish what the goods are and where they originated. They also state what the shipment is worth and whether it may lawfully cross the border.

Much of the data comes from commercial and logistics records. Its purpose here is regulatory.

Requirements depend on the product, origin, destination, customs procedure and applicable trade measures. A freight forwarder can help transmit declarations, but the importer should still understand the information submitted in its name.

Commercial Invoice

The supplier or exporter issues the final commercial invoice for the shipped goods. Unlike the pro forma invoice, it records the actual sale and is a main document for customs valuation and clearance.

The commercial invoice identifies the seller, buyer, invoice, PO or contract. It gives a clear product description, quantities, unit values, total value and currency. The Incoterm and named place belong here too, along with origin and any data required by the destination.

Customs must be able to understand the goods. “Accessories” or an internal model number is rarely enough.

Consistency and valuation are at stake. The International Trade Administration’s commercial-invoice guidance notes that customs authorities use this document when determining duties. Its product, quantity and value data should match the packing list, transport document and declaration.

Packing List

The exporter or supplier issues the packing list to show how the shipment is physically packed. It does not replace the commercial invoice because it describes packages and quantities rather than the financial sale.

Core content includes invoice and PO references, SKU or product, quantity by carton or pallet, package numbers, package type, dimensions, net weight, gross weight, totals and shipping marks. For mixed-SKU orders, the carton-level allocation can be essential for customs examination and warehouse receiving.

This is the physical count of the shipment. If the packing list says 200 cartons while the bill of lading says 198 packages, stop. Resolve the discrepancy before the final documents are released.

HS Classification Record

The importer, often with support from a customs broker or classification specialist, determines the Harmonized System classification. The supplier may propose a code, but the buyer should not accept it without checking the actual product and destination-country tariff schedule.

The internal record should identify the product, composition, function, relevant drawings or literature, selected code, legal reasoning, rulings or explanatory references, destination jurisdiction, reviewer and date. The World Customs Organization maintains resources on the Harmonized System, while national customs authorities apply the local tariff extensions and rules.

More than the duty rate is at stake. Classification can affect trade remedies, licences, origin rules, statistics and other controls.

I never treat the exporter’s code as the final answer. A code used in China may not contain the same national digits used by the importing country.

Certificate of Origin

A certificate of origin states where the goods originate under the applicable origin rules. It may be non-preferential or support a preferential tariff claim under a trade agreement. Depending on the regime, it can be issued or certified by the exporter, producer, chamber of commerce or authorized authority.

Key content includes exporter, consignee, goods, origin criterion, country of origin, invoice or shipment reference and certification. Not every shipment requires one. The buyer should first determine whether customs, the bank, customer or trade agreement requires it.

Origin determines entitlement. Shipping goods from China does not automatically make every component Chinese in origin. A certificate cannot cure an origin rule that the product has not met.

Export and Import Declarations

The exporter or its customs agent submits the export declaration in the country of departure. The importer or its broker submits the import declaration in the destination country. Customs systems then record the declarant, goods, value, origin, classification, procedure and supporting documents.

The source file should retain the accepted declarations and any customs messages, amendments or release notices.

The importer and exporter remain accountable for the data submitted in their names. Using a broker does not make inaccurate descriptions or values harmless.

Import and Export Permits

Government authorities issue licences, registrations, quotas or permits for controlled products or trade flows. The importer, exporter or another responsible party applies before the controlled activity takes place.

The permit should be checked for holder, product scope, classification, quantity or value limit, origin or destination, validity period, conditions and remaining balance. It must correspond to the actual legal entity and shipment.

Timing is critical. A permit obtained after shipment may not prevent a hold, return or enforcement action, even if the goods could otherwise qualify.

Special export documents vary by product and market. The International Trade Administration’s export-document resources show why the importer and forwarder should confirm requirements before dispatch.

Market-Specific Clearance Documents

Some destinations or products require additional records, such as sanitary or phytosanitary certificates, fumigation evidence, inspection certificates, import registrations, pre-shipment conformity certificates or product-specific declarations.

The responsible authority, accredited body, exporter or importer issues these records according to the applicable scheme. Their required contents cannot be generalized safely. The buyer should confirm the exact rule, issuer, timing, product scope and document format for the destination market.

Habit is dangerous here. A document set that cleared the same product into one country may fail in another. Even within one market, the requirements can change with product use, value, material or customs procedure.

How to Control Documents Shared With a Supplier

This sourcing documents encyclopedia contains many records, but document control itself should remain simple. A well-written specification or agreement should not be revised constantly. Frequent revisions often show that decisions were made too late or that earlier versions were not sufficiently thought through.

Some change is unavoidable during product development. The aim is therefore not to create paperwork for every conversation. It is to make sure that the final approved position is identifiable and that obsolete instructions cannot quietly return.

Use Clear Names and Revisions

A file name should identify the project or SKU, document type and revision. Inside the file, the same information should appear in a title block or header. Dates alone are a weak revision system because “final,” “final-2” and “latest-final” quickly lose meaning across buyer and supplier teams.

Separate Draft, Approved and Obsolete Files

Draft documents support discussion. Approved documents authorize work. Obsolete documents must no longer be used. These statuses should be visible inside the document, not inferred from the folder in which it sits.

The greatest stake appears at production release. The factory should know which specification, drawings, BOM, artwork, packaging and quality files form the approved set before it buys materials or starts manufacturing.

Maintain One Master Document Register

The buyer normally owns the master register, although a supplier can maintain a corresponding controlled list. It does not need to reproduce each document’s contents. It records the document number, title, revision, status, issuer, approval date and recipient confirmation.

This register becomes especially useful when several SKUs share some files but not others. It can also show which deviations apply to a particular PO without rewriting the underlying specification.

Record Approvals and Temporary Deviations

Approval should identify who approved what and when. A short email can provide evidence if it names the document and revision clearly. A temporary deviation should state the affected order, quantity or period and should expire automatically outside that scope.

The stake is accidental precedent. One concession for an urgent batch should not silently become the standard for every future order.

Ask the Supplier to Confirm the Production Set

Before mass production, ask the supplier to return or acknowledge the master document register and confirm that its sales, engineering, purchasing, production and quality teams have access to the approved versions.

This is not ceremonial. The person replying to emails may understand the latest change while the line leader works from an older printed drawing. Confirmation creates one last opportunity to identify the gap.

Which sourcing documents are required for every order?

There is no universal set for every product and country. Most international orders need a clear order record, product description or specification, and an agreed price and payment basis. Shipment then requires a commercial invoice, packing list and transport document.

Add supplier-verification, compliance, packaging and quality records according to risk. A repeat order of a standard item will require fewer new documents than a custom, regulated product.

What is the difference between a pro forma invoice and a commercial invoice?

The supplier issues the pro forma invoice before shipment, commonly to confirm the order and request payment. The final commercial invoice records the actual sale and supports customs valuation and clearance. The PI may contain estimated shipment information; the commercial invoice must match the goods actually shipped.

Which documents should be approved before mass production?

At minimum, the buyer and supplier need an agreed purchase order and a clear product reference or specification. Add final drawings, a BOM and sample approval where the product requires them. Packaging, artwork, quality criteria and compliance requirements must also be settled before they affect production.

The exact set varies. Here is the useful test: can production, purchasing and QC identify the authorized product without relying on memory?

Does the supplier prepare the product specification?

The supplier may draft it, especially when adapting an existing model, but the buyer remains responsible for confirming that it reflects the ordered product and market needs. A supplier-issued data sheet is not automatically the buyer’s specification. For custom products, the best result is often a buyer-controlled document completed with verified supplier input.

When is proof of payment needed?

It is useful when the supplier cannot identify the transfer, when the payer differs from the buyer, when several invoices were paid together, or when a time-sensitive order depends on confirmation. Proof that a transfer was instructed is not the same as confirmation that the supplier received the correct amount.

Does every shipment require a certificate of origin?

No. It may be required by the importing country, a trade agreement, the customer’s internal rules, a bank under a Letter of Credit, or another authority. Confirm the need before shipment. Do not order one automatically or assume that the same form works for every destination.

Which documents are needed for a Letter of Credit?

The beneficiary must present the documents required by the issued credit. These commonly include a commercial invoice, packing list and transport document. The credit may also call for insurance, origin, inspection or product certificates.

Their wording and data must comply with the credit. Buyer and supplier should review the draft requirements with their banks before issuance.

How long should sourcing documents be retained?

Retention depends on the document, contract, tax rules, customs rules, product legislation, warranty period and the countries involved. Compliance technical files may have specific statutory retention periods. Companies should establish a documented schedule with legal and compliance advice rather than delete the full project file once the goods arrive.

Finally

No sourcing project uses every document in this guide. A standard product paid by bank transfer will produce a much shorter file than a custom electrical product financed by Letter of Credit and sold across several regulated markets.

The number of documents is not the measure of a well-managed order. Their usefulness is. Each record should support a decision, define a requirement, assign responsibility, provide evidence or allow goods and funds to move.

The article about ancient Greek records was right about at least one enduring principle: trade between distant parties depends on information that both sides can recognize and trust. Today, that trust is no longer engraved in stone. It is built through company records, specifications, approvals, invoices, reports and declarations that tell the same commercial story from the first supplier check to customs clearance.
